2005 District 4 Junior League Baseball Inter-league Rules

In addition to the rules outlined in the Official Regulations and Playing Rules, the following rules apply for the regular season:

1.         FIELD DIMENSIONS: the league hosting the game may use of the optional field size in rule 1.07. It is recommended that this option only be used for the first half the season. (T.O.C. and All-Stars are played on a regulation Diamond)

2.         PRE-GAME WARM-UP: Approximately 30 minutes before scheduled game time the "Home" team will have ten (10) minutes for pre-game warm-up, after which the "Visiting" team will have ten (10) minutes for pre-game warm-up. This will allow approximately ten (10) minutes for field preparation, announcements, and pre-game meetings.

3.         PRE-GAME MEETING: Immediately prior to the start of the game the Managers and Team Captains of both teams will meet with the umpires to cover the "Ground Rules" for the field being used. The league hosting the game will provide ground rules.

 4.         Umpires must declare the start time of each game and report it to the scorekeeper.

5.         All games must start within 15 minutes of the scheduled time. If the game is not started the late team will take the forfeit.

 6.         Any manager that cannot field a team will forfeit the game. (Call to the opposing manager made by 8:00 PM the previous night will result in “No Game” being declared) “No Games” may be rescheduled If both managers are in agreement and an open time slot exists within the season schedule, a double header may be scheduled the next time those two teams meet or the game may be reschedule to a mutually agreed upon open date.

 7.         No forfeited games will be made up.

8.         Playing Rule 4.10 (e) (10 Run Rule) will be used, unless the leagues participating in the inter-league opt not to use it. This should be determined at the pre-game meeting. 

 9.         TIME LIMITS: No new inning will be started after 2 hours 45 minutes from the scheduled starting time. (Exception: A tie game will be played until a winner can be determined or resumed at the next scheduled meeting of the teams.)

10.        The host league, (the field that the game is being played on) preps the field.

11.        Home teams are responsible for bringing the game balls, regardless of whose field the game is being played on.

12.        We suggest because of the tightness of scheduling, that rained out games be designated “NO GAME.” However If both managers of the teams involved wish to schedule a new game, it’s their responsibility to do so. “NO GAMES” may be rescheduled If both managers can mutually agree upon a reschedule date and an open time slot with and available field exists within the season schedule, a double header may be scheduled the next time those two teams meet. If one team fails to show up for a mutually agree upon rescheduled game the “no-show” team forfeits. Host League team is responsible for scheduling of umpires on all rescheduled games. 

13.        Managers are responsible for the team’s fans and their decorum.

14.        Host League must supply a minimum of 2 umpires for each game.

15.        Home team is responsible keeping the “Official Scorebook.” The “Official Scorebook” shall be provided and retained at each game site by the host league

16.        All efforts to resolve protests should be made on the field. If resolution is not possible, a written outline of the protest must be submitted to “Mark Lloyd” within 24 hours. A phone call should also be made. The league providing the umpires should have the umpires submit a report of the protested game. “Mark Lloyd” will confer with the District 4 Umpire staff and submit a final decision, which has no appeal.

17.        For the Junior Baseball Interleague Division that consists of C.A.L.L., C.V.L.L., MTZ.L.L. and P.N.L.L. in this Division game results must be emailed by the winning team within 24 hours to Mark Lloyd at doclloyd@netzero.net this should include Game number, Team names, innings played, scores for both teams and name of person reporting the score. Also please report any forfeits, rainouts any and rescheduled dates; it is each manager’s responsibility to see that the scores are being reported.  C.A.L.L. has donated a portion of there website at www.callbaseball.com standing will be kept and updated weekly when all scores are reported. Standings can be viewed in the standings area of that webpage under Juniors.  Managers are advised that “No Games” may affect the final standings in this Division for that reason managers are encouraged and should make every effort to reschedule any rainouts.
